This paper explores the nature of export subsidies, both explicit and implicit, by industrial countries and discusses the effect of reform of these policies on developing countries. The paper focuses on the policy implications of removing agricultural support in the EU and considers how this might affect net food exporting and importing countries and impact on other policies such as the Protocols of the Lomé Convention.
